BEST 3S (Business Tools and Economic Strategies for Social Enterprises in the 3rd System) is a Development Partnership consisting of 5 social enterprises throughout Germany and one Research and Development Organisation in Berlin. Core Partners are: Grünbau, Steremat, QAD, DIE WERKSTATT, Erlacher Höhe and Technologie-Netzwerk Berlin. Various strategic partners from the private and public sectors are also included.

Social enterprises internalise social costs in a direct and effective way, but the cost-benefit relation and the framework conditions for their operation can be improved. The aim of BEST 3S is to sustain social enterprises by developing and implementing innovative tools strategies and to create more good quality jobs.

The partnership operates in 6 projects:
Implementation of the Balanced Scorecard concept and its adaptation to the needs of social enterprises;
Implementation of social audits and the production of a universal handbook for this purpose;
a staff development concept which builds on the potential of the clients;
a system to establish the added value produced in social enterprises;
the integration of economic and social benchmark indicators;
the discussion and proposition of a tailor-made legal and political frameworks for social enterprises,

Expected results of this exercise will not only be the development of a coherent tool-kit for the improvement of economic efficiency and social effectiveness but also elements of a strategy which helps the social enterprise sector to overcome some of its limitations and barriers.
